Google seems to make it difficult for new webmasters, lots of details not mentioned.
I do believe for new sites a competitor can hurt your Google's rankings by gaining large amount of inbound links, while more establised sites will not feel any effect.
The quality in searches is still the best compared to the other search engines and i sense google are catching up on issues and improving results.

The only way your ranking is 'hurt' by a competitor with lots of inbound links is that they will rank ahead of your website. There is no other more direct harmful effect AFAIK.

Really I can't see how giving a little more insight into what they are looking for in a site for any given term would hurt. That way legitimate sites can focus on those key items as opposed to every rumor that might get them better ranking.
